per Commons:Deletion requests/File:Aziz efendi-muhammad alayhi s-salam.jpg, we cannot establish that this image is public domain in the united states (even though it is PD in turkey). If it was published between 1923 and 1978 (so neither being PD for pre-1923 nor qualifying for the 70 years after death rule) it would still be public domain in the US. and we do not know when the original publication date was. - That template doesn't apply, because we don't know that its copyright was ever restored. (For the purposes of this discussion, I'm assuming we can keep these restoration images here until the supreme court case is decided.) If this image was published between 1923 and 1978, it would never have fallen into the public domain in the United States, so there would be no restoration of copyright--which is what the supreme court case is about. Things that never fell into the public domain in the United States are unquestionably still copyrighted in the United States now, whichever way that decision goes.
